NFL "Premier" League idea

I was reading this article and thought that this guy had an excellent idea about NFL expansion, without really upsetting the current format, and it would also prevent teams from tanking midway through the season for draft spots. I doubt it will ever happen, but I think it's an idea worth talking about, thoughts?
