A little petty, but rules are rules. As long as nobody from the other school was doing the same, it is ok. Everyone has to follow all of the rules. I think the fault should be the people running the event. They should have told her to take it off. A nice reminder.

The CIF rule applies to jewelry. Sooooo.... how is a small cloth wrist band any different than a cloth wrist sweat band?

It is a small thin woven cloth strap around her wrist... I wouldn't call it jewelry.
