I know exactly what it means. And it reinforces ideas set by the 19th century Spanish colonists. I wish they got over that.

As far as it goes, out on Guam and the Mariana Islands, historical records show that the locals bleached their hair using various indigenous ingredients to our island even before the arrival of the Spaniards back in the 1500's I don't think California valley girls existed back then.
