Pick the corps you want to march with, and show up to their auditions and have what they ask for prepared. That simple. Then you will go from there.

Apply for DCI?? You mean you want to work FOR DCI? They're based out of Indiana, and they sometimes have job openings. DCI.ORG is great place to start.
If you mean apply for a corps within DCI, then go to websites of corps you're interested in. They all have a process, some of which are well underway.
