Jamey Aebersold offers a lot of material for both beginner and instructor. Some things are even free!
I sincerely recommend that any aspiring improviser download Jamey's Jazz Handbook [free!].

For beginning improvisers, Jamey recommends these volumes:
*1 - Volume 1 - How To Play Jazz & Improvise
*2 - Volume 24 - Major & Minor
*3 - Volume 21 - Gettin' It Together
*4 - Volume 2 - Nothin' But blues
*5 - Volume 3 - The ii-V7-I Progression
*6 - Volume 54 - Maiden Voyage
*7 - Volume 70 - Killer Joe
*8 - Volume 5 - Time To Play Music
*9 - Volume 84 - Dominant 7th Workout
*10 - Volume 16 - Turnarounds, Cycles & ii-V7's

For advanced players [and instructors], Shelly Berg's
Goal Note Method for Jazz Improvisation and Eddie Harris' Jazz Cliche Capers are a must.
