Just because a local circuit may not have copyright rules, does not make it "legal" to arrange music. If a local attorney found out you were performing something (watch out for Disney, they can be brutal), penalties (or even law suits) could be brought up.
Sometimes the copyright holder goes after the arranger, sometimes after the organization who performs.....sometimes both...
Be very careful (and try to be as legal as possible). As much of a pain as it is to obtain permission (or be denied), I do believe that is the proper process.
