Proposal Title: NCBA to utilize a prelims/finals format for NCBA winter championships.
Proposed By: Calvin Carr
Date: 06/04/10
Fiscal Impact: high
Impact: Unknown. Impact depends on which format NCBA would choose to implement. Three separate options listed below other options are more than welcome to be submitted. Possible longer hours for janitorial staff at schools.

Proposal:
I propose that the NCBA utilize a prelims/finals format for NCBA winter championships. The circuit can experiment with this format on the indoor percussion side for a few years. IF proven successful, NCBA could choose to convert both indoor percussion and winter guard to this format. There are a number of options available for use in this format.
• NCBA could opt to do a one day prelims/finals format where the upper half of any class is invited back at night for a finals performance. (i.e. – if there are 12 units in a class the top 6 scores for prelims are invited back that night for finals) Scores can either be announced 2-3 units @ a time between other units or posted in a public place for all to see.
• NCBA could change the last Saturday show before championships to a “regional like” or prelims seeding show in where your score dictates your entry position for championships
• NCBA could run a full weekend championships format were all qualified units compete on Saturday and the top tier of each division returns Sunday evening for Finals.
Final placements for the championship show will no longer be under the 5th-1st and then division champions. Division Champions will now be determined by the 1st place (and highest scoring) unit of the night.

Reasoning: It is a known fact that the NCBA is the largest circuit in terms of competing units in northern California for their percussion championships. Because of this, NCBA tends to have very long championship days in where they have to possibly use split venues. For units who share staffs or have units in multiple classes, this could cause major logistical issues. There is also the issue of having to wait for hours on end to find out your score and placement. For a unit that competes in a lower level division championships turns into a VERY long day. For lower division schools who may or may not have the resources, finals can become a huge undertaking that yields no fruit (on the competition side of things) Having a prelims/finals format allows NCBA to perform, have fun and once their score and placement are announced choose to pack up and head home or stay. Units that make their way into finals not only get the thrill of going at it one more time but they get to perform “under the lights” There is also an extra feeling of excitement in performers, staff and audiences when there is a prelims/finals format. Though we pride ourselves as being a circuit for education, having a championships show regardless of its format proves that this activity/sport at its core is a competition where ranking and ratings happen. Costs can be slightly off set by selling separate tickets to both prelims and finals if they are on the same day or even a combo ticket with say a $1-2 discount. Vendors also stand to make a higher profit as there will be more time to sell goods. The video vendor could now offer a prelims video, a finals video or a combo video.

Some of the most amazing and entertaining shows have been done in the history of our activity/sport all started after the words “you may now take the floor in FINALS competition.” Let’s bring that excitement and passion to NCBA.
