NCBA rule proposal #1

I'm putting some of my proposals up for people to look through. Of course I'm looking for suggestions and/or comments so that I can make the proposals stronger. These 3 task force proposals are the same, I just changed wording for street guard, field guard, and winter guard. So you don't have to read all 3!

I'm making similar proposals for percussion, drum major, and "band"

Proposal Title: Formation of judging task force (parade guard)

Impact: potential rewriting or refinement of sheets, training of adjudicators, adoption of a unified philosophy.

Proposal:
I propose that the NCBA appoint a task force whose goal is to examine the state of the judging in the area of color guard in parade competition with regards to consistency of ranking and rating of units. The task force will examine the consistency and trends of judges ranking and ratings as well as the accessibility, clarity, and efficiency of the judging sheets. The task force will make their recommendations to the NCBA board at the January meeting. Recommendations may potentially include, but not be limited to, rewriting the sheets, training of adjudicators as a caption (the task force WILL NOT not pursue individual judges), an adoption of a judging philosophy, and any other unforeseen concerns.

The task force should be comprised of band directors, instructors, and judges. The size of the task force will be at the discretion of the NCBA board, but should be at least 3 people.

Reasoning:
There is a bad feeling out there that the judging and the sheets of the NCBA are subpar. There is another feeling that the NCBA is "stuck in its ways" and doesn't want to evolve, mature, progress, etc. We need to take steps to address these concerns as we are fighting a bit of a public relations battle on these issues. The NCBA needs to show the ability and willingness to better its judging and sheets, as well as be progressive as an association. Many, if not most, of the membership of the NCBA wants to have a better and more consistent product from it's judges. Since the vast majority of the judges are band directors and instructors in the NCBA, we all benefit from an improved product. With an improved product we may be able to reach out to many of the bay area, south bay, and central valley schools who have chosen not to be members of the NCBA or to take part in our events and persuade them to "try" or product and strengthen the quality of our association. More importantly, we will be showing the current membership, including those who are on the fence, that we are taking the right steps.
