rip away silks

I know these are always issues. but I really really really think they would be a great asset to my show but i need some help constructing these. Do you guys know by chance how the best way to make these the easiest possible.

I hope I will describe this correctly and if it is what you are looking for but, In a show we had a flag pole with a featured flag on it. The flag was tightly around the pole which was then inserted inside another flag sleeve which had to be a little bigger to insert the pole and the tightly folded flag. On the sleeve we made a tab and on the bottom of the sleeve we had a small strip of velcroe(?spelling). During a part of the show the performers put their foot on the tab pulled the pole out which was easy as the velcroe was not that tight. It worked out great as it was a crowd pleaser.

Watch Carolina Crown's show from this year's DCI dvd. They use rip away silks in the closer.
